  • Labor Relations

    • Handling of labor relations matters for Orleans/Niagara BOCES and for school districts participating in the BOCES Labor Relations service
    • Analysis of collective bargaining agreements
    • Accumulation, analysis and dissemination of comparative data
    • Preparation and presentation of oral and written reports on labor relations issues
    • Representations in grievance arbitration matters
    • Research and writing of factfinding briefs
    • Representation before the New York State Public Employment Relations Board relating to improper practice charges, representation issues, etc.; and related research and writing
    • Negotiation of collective bargaining agreements, including instructional and non-instructional contracts
    • Provision of regular updates of legal and other developments in the field of labor relations

    Personnel

    • Handling of personnel/human resources matters for Orleans/Niagara BOCES and for school districts participating in the BOCES Labor Relations service
    • Provision of in-service for staff on issues of employment law and personnel administration; e.g. employment discrimination and sexual harassment
    • Review and analysis of staff handbooks and district policies
    • Assistance in investigations of suspected or alleged incidents of employee wrongdoing
    • Consultation and issuance of advisory opinions with respect to labor relations and personnel issues
    • Representation in proceedings before the federal Equal Employment Opportunity Commission (EEOC) and the New York State Division of Human Rights
    • Other services related to contract or personnel administration
